I had the exact same thing as Jonathan when trying to use the Chrome Recovery Tool, ie hanging at 0% with no movement of the progress bar. The Recovery Tool also wouldn't erase my drive, either. In the end I formatted the drive using the normal Windows system (Windows 10, by the way), and the Recovery Tool then wrote the image so easily.
