Minecraft downloading new jar

Every time I try to play, the launcher re-downloads the vanilla jar. No attempt to download a new jar, but the game doesn't launch either.

After updating Java to Java 8, I'm now met with this issue when attempting 27.0.43. I'm unsure why it's asking me for realms jar. I don't have any  spigot-1.12.2.jar.
